The Right of Convicts to Complaint

The Commissioner applied to the Constitutional Tribunal as regards regulations of the Executive Penal Code concerning convicts submitting applications, complaints and requests to the bodies performing the decision. According to the regulations, convicts must document their requests or proposals and use correct language. Without meeting these conditions, the complaint will not be examined. In the opinion of the Commissioner for Human Rights such regulations limit the constitutional right to complaint for every individual and infringe the principle of evenness in respect of the law
