The idea of the Congress on Human Rights came from the Ombudsman of the 7th term, Dr. hab. Adam Bodnar. It was an attempt to create a space for the exchange of experiences and views of people from different generations and parts of the country.

The first Congress was convened on the 30th anniversary of the establishment of the Ombudsman in 2017. Instead of the traditionally expected celebrations, Adam Bodnar proposed a meeting in the congress format, with panels covering several dozen of the most important topics related to citizens. It was attended by 1,500 people from all over Poland - not only lawyers, but also social activists, students, citizens interested in public affairs. Then there were two more such Congresses. 

Participants of these congresses: in 2017, 2018 and 2019, discussed specific problems, developed postulates and recommendations. Their strength is not only that they were written thanks to the Congresses and the Ombudsman, but also that they are the result of cooperation. The legacy of the 7th term is the legacy of citizens. It is not only showing that it is possible to act from the bottom up, and connecting potentials pays off, but also showing - on the basis of signals from people - what is important today and what we should deal with.
