Why a guarantor refused to give me a cash refund as I had demanded in my complaint, and is only offering me repair of the goods?

Data:

According to regulations in force, the buyer is entitled to refund only from the seller of goods, but not from the guarantor, who with regard to defects of products covered by their warranty is only obliged towards the buyer to remove those defects by repair or replacement of goods.
The warranty terms, specified in the warranty card, issued for a product, determine what specific service, or services the guarantor undertakes to provide for the benefit of the buyer in the event of defects being discovered during the warranty period in the product covered by the warranty.
